For over 20 years, Scott Chamberlain has devoted his life to starting organizations that help to address issues related to people experiencing homelessness. For 10 of these years, Scott chose to live among the urban poor, living in a low income welfare hotel and a downtown apartment with his family near Skid Row, to gain a better understanding of the people he served. He has served as the founding pastor of Skid Row’s LA Central City Church of the Nazarene and Executive Director of Central City Community Outreach, where he helped to develop a sense of community, accountability and leadership from among the skid row population through afterschool programs and community based outreaches. Scott has also worked as a consultant for New Church Specialties, training pastors and non-profit leaders in urban demographics and organizational change.
Scott has served as the Vice President of Women’s and Family Programs for Union Rescue Mission helping to design and implement the Hope Gardens Family Center, a transitional housing program for homeless families and seniors located in Sylmar, CA, resulting in over 70% of the families being transitioned effectively to permanent housing. In this capacity, he participated in numerous community outreach meetings to secure the needed CUP to operate the facility.
Scott recently worked for LAHSA (LA Homeless Services Authority) as their funding manager, helping to draft RFP’s and oversee the entire funding procurement process. More recently, Scott has been using his community based experience to help to prevent and end homelessness in the San Gabriel Valley (SGV) Area of Los Angeles. For the past two years with the SGV Housing & Homeless Coordinating Council, as well as the SGV Consortium on Homelessness, Scott has helped to maximize the needed resources to create the strategy and will to implement a regional plan to address homelessness in collaboration with County and City governments, non-profits, faith and business leaders. He sees his life mission to address the macro issues of justice and compassion to impact society, through servant leadership.
Scott has an undergraduate education in social work from Olivet Nazarene University in Illinois, and received a Masters in Ministry degree in Urban Studies from Azusa Pacific University. Scott is married with two children (Joshua and Taylor) and lives in Altadena, CA. In addition, Scott and Beth have also raised three other children, John, Jamaal, and Gemayal at different points throughout their years together in Los Angeles. They are also grandparents to three wonderful grandsons, Jamaal Jr., Stephen and Elijah.
